Sox isn't all that great either really. I tend to use sndfile-resample (or whatever it's called) which comes with libsamplerate as an example of how to use the library. Yes, it takes some time to do the resample but the quality is close to the best that is theoretically possible - Eric's spent a lot of time on this.
