[CinCVS] first not enough configured memory

When I try to enter as a permanent change I get permission denied. I 
used sudo and I am working as root I am using the single quotes is that 
correct? For a permanent change, add to the ‘/etc/sysctl.conf’ file the 
following line:
kernel/shmmax=0x7fffffff
Can someone explain this to me.
