Also, look at the bottom of the pipawiki, the process is detailed
there, I'll paste it in:

# Narrow down the number of names from 261 to no more than 50.
# Core-devs checks the list, veto the unacceptable names and move back
their pet names if deleted.
# List precisely all the criteria.
# Order the criteria by importance and assign a progressive number: 0
is the value of the less important.
# IRC people check the criteria list.
# Apply all the criteria to every name, marking it 0, 1 or 2. 0 if the
criterion is not met.
# Get a score for every name by multiplying the mark for the criterion
value and making the sum.
# IRC people check the marking.
# Collect the 10/15 names with the highest marks and organize a
popularity contest at the beginning of March, on a wiki (preferably on
the Dokuwiki with the poll plugin)
# Announce the contest on the Mailing List.
# The name will be decided at the next IRC developer meeting on 6 March.
