Yep, that is probably the mysterious arrow key function I have noticed. I wish I could do it with the other types of keyframes!

If you have "generate keyframes while tweeking" set to on, then a keyframe will be created as you adjust the fade up and down. I'm not sure of a way to adjust the levels using the arrow keys for other things that are keyframable, like camera position.
