That's 32 Gbps marketing.

In reality the backplane is a 16 Gbps dual-rotating ring, so a
24-port switch may og may not be blocking, depending on your
traffic pattern.

The 2960 has less hardware resources (primarily TCAM), so if you
have many ACLs og complex QoS, for example, you may run out of
resources.
