The goal here is to prepend a 35# prefix to any number that is dialed from an analog phone connected to this device before the call is sent out as VoIP.

I've never run into this before because the only ports I've ever needed to apply these types of translations to have been PRI. In any case, the above does not cause a 35# prefix to be prepended. The call just passes through as normal with no translations.
