Your IOS is too old, tclsh was introduced in 12.3(2)T. Cisco recommends using at least 12.3(14)T; 12.4 might be even better. http://www.cisco.com/en/US/docs/ios/12_3t/12_3t2/feature/guide/gt_tcl.html If you want to know when a particular command (for example, tclsh) was introduced in Cisco IOS, the Command Lookup Tool is a great place to start; you can even install it in your browser's toolbar.
