MTR is a nice tool to check delay, loss and jitter stuff. If you wana keep track of historic logs, you can use nagios (or a tool like nagios).
You can write your own scripts (using tcl, bash, perl or whatever u like) to monitor delay, jitter and loss and can feed the output to nagios for historic logs.
