I vaguely recalled the 7200VXR/G2's requiring the "fancy" DOM SFPs,
not the regular GLC- SFP's.
A little Googling turned up this:

"Q. Which SFP modules are supported on the Cisco NPE-G2?
A. The following SFP modules are supported: SFP-GE-S, SFP-GE-L, and SFP-GE-Z"

Could be that your GLC-LH-SM isn't supported, and you need to buy the
SFP-GE-L instead...
