Hi Jan,

this isn't uncommon.

RIPE issues address space on the documented need independent of routing 
requirements. So if you document a need of 60 addresses there'll be no rounding 
up /24-wise. This is intendend with the policies and - I don't remember the 
details - a policy proposal to change this got stuck, withdrawn or not approved.

Many voices from the community given in the discussion opted for this being a 
providers problem and sooner or later providers have to open up filters for any 
crap advertisements.
