Of course, straight TCP won't work over multicast.  There are other protocols 
which will meet the suggestions of RFC 3048.

UDP is simply not the right answer to this problem.  Now, there may be ways to 
shoehorn it into place, but a protocol more suited to the task would be better 
all around.
