And to add, has it ever worked? If you administratively shut one neighbor, does the remaining neighbor work correctly eventually? If one or both ISPs aren't routing your traffic, all bets are off. Is this a lab, seeing as how all the IP space is either 1918 or bogus-looking addresses?
