Presumably the problem isn't the CPU being busy per-se, but the fact that, during the very slow FIB loading, the (progressively decreasing) absence of TCAM entries is causing traffic to punt to CPU?

I'm kind of a bit puzzled by this; it's not entirely obvious to me why enabling the specific sequence of commands would cause a complete "wipe & refill" of the FIB, as opposed to an incremental update.
