Now as a immediate resolution, I want to restore back to old IOS. So my Q
is, can I reload the router with old IOS without downgrading the bootloader
or I should downgrade the bootloader and then boot with old IOS.

A newer bootloader can always load an old IOS, so keep your existing boot loader, especially with the above versions which are both fairly recent (and not 15 years old).
