This doesn't sound right to me, but does feel very similar to something that reminds me an IDB exhaustion... This is very outdated <http://www.cisco.com/c/en/us/support/docs/ios-nx-os-software/ios-software-releases-122-mainline/15096-idb-limit.html>, but your IOS is also quite old... I would check this one with TAC...
