Unfortunately, 'Terminated' in this case has double meanings. It in
fact does mean exactly what you have stated, 'a conscious decision was
made not to fix this bug'. However, it /also/ means 'Unreproducible -
we are unable to reproduce the issue, and need additional information
before we can proceed further'.
In the case of CSCvk35460, it's the Unreproducible meaning which
applies. So, opening a TAC case is not a waste of time.

The thing that sends me off the deep end with bugs like this is when
they are marked with a status of "Terminated" especially if they have
a high severity.
Perhaps it is just a case of a bad choice of words, but that reads to
me the effect of "we have made a conscious decision to not fix this
bug" and implies that it's most likely a waste of time opening a TAC
case about it.
