I don't believe you can edit length of tone or on/off times for RFC2833. To use true inband, you need a universal transcoder. It tries to negotiate a few different methods such as Unsolicited Notify, KPML, and SIP Info (I believe receive but not send on this one). You can't hard set to use a certain out of band DTMF method. It should automatically negotiate. You'll have to check the SIP signaling.
