Lisa, we found our selves in this same situation about 3 years ago. we were pretty much a 7961 environment (1200+ phones). because we have multiple sites we just came up with a refresh cycle. for us, it was just 3 short years. Depending on your deployment, you might have to take longer.
We chose the 8861's as our replacement as they most similarly matched our 7961's but had a color screen and gig. But it did come with some training issues. the physical buttons caused our users some issues. for the younger users..... what is a Tape???? (VM button icon) LOL. guess I'm getting old.
