I think you will have to use the "transport input none" command in vty 0 4 or whatever virtual line it is. It will block all incoming telnet connections attempted by a host. I haven't tested it with a port scanner so give it a try!

seesions from a router. I am looking for how to disable telnet service so
that when I run a port scan on a router, 23 doesn't show up.
