Sounds like the IOS is not there and the config register is set to ignore break on book.  Pull the chips...
 
Couldn't find the original post, so please ignore me if I have got the wrong end of the problem...
This has gotta be a two part problem...  One- you have corrupted IOS in FLASH & your terminal emulator or keyboard mapping is not set so the correct signal is being sent to interrupt the boot processes.  Or... thirdly- something hardware is screwed.  Did you just replace any memory, boot ROM's, etc...  I have seen this before, when I replaced FLASH in non-compatable increments...
