VOIP is more overhead due to the fact that it is at layer 3 and frame relay
at layer 2.  If you can do frame relay voice over that is the better way to
do it but voice over ip is more flexible.   Meaning that if you have some
sites that aren't frame relay and some that are VOIP might be the way to go.
However, you can mix and match.  thats the quick and dirty.

How different is VOIP and VOFR? I thought IP networks are possible over
Frame Relay (WANs).
In this case, does VOIP is to be interpreted as a LAN implementation of
Voice network?
