There is also a telnet server in the NT4 Server Resource Kit.

Well depends if you are talking about NT acting as a telnet client or telnet
server...

The TCP/IP stack in NT has a built-in telnet client, just type telnet from a
command prompt.

There is no native telnet server in NT 4.0, however if you go to
32bit.bhs.com or www.winfiles.com and search for telnet, you will find
several thrid party telnet servers for NT 4.

If you have Win2K there is a telnet server built-in.
