It has been my experience in Europe (where E1 is prevalent) that the PTT (local
telco) provides the CSU. The same thing occurs with the NT1's on ISDN. Only
the US (having gone through divestiture) allows privately owned telco
(CSU/DSU/NT1) equipment.
There are some other issues with Cisco Voice modules and G703 interfaces, but
your question leads me to believe you are not speaking of such.
