Got to wondering about RFC 1700, being as it is dated sometime in 1994. So I inquired of the IETF, and was informed that port numbers and other assignments are now being updated and made publicly available by IANA www.iana.org so, check it out: http://www.iana.org/numbers.htm#P your gateway to the up to date listing of assigned TCP and UDP port numbers, IP protocol numbers, and more. Maybe a bit less friendly than the old RFC, but lots of good stuff there. In any case, RFC1700 is ok, but going forward, IANA is the source of the latest and greatest.
