I'd say that the original summarization IS optimal on the basis that it doesn't
oversummarize; 156.109.4.0/22 may not be thru the same router, also 156.109.36.0/22.
Your solution results in fewer route table entries advertised, but not optimal because
of oversuummarization. Now if you know that all the other possible networks that are
in the summarization are or will be thru this router (or never used at all), then this
summary works and is optimal. But you know what happens when you assume.
