Yes, not using a non standard wan protocol outside of HDLC will not work. See,
this protocol is propriotory to cisco. Other vendors use HDLC or SDLC but will
only work with there equipment only based on the bit propritory flag. You did not
say that this was going through a central switching office. Do thay support HDLC?
In the stated frame relay is the norm. If you cannot get HDLC to work try PPP
instead.
