Buddy,
Applying access lists to a frame relay/T1 subinterface is the similar to
applying an access-list to other types of interfaces. Simplified example:

int s0.100
access-list 101 out
access-list 102 in
exit
int s0.200
access-list 201 out
access-list 202 in
exit
exit
