To be honest, this is what the TAC is for. This sort of information 
is poorly documented even inside Cisco.

Let me put this in context.   In my job at Nortel, I have access to 
the router code, the developers, the logic documentation for our 
operating system, etc. I have written real-time code.

I'll get into planning performance objectives and why certain 
features of a protocol implementation might cause performance 
difficulties.  When it gets to the level of a particular process and 
its efficiency, however -- first, it just usually isn't worth it to 
try to optimize for a specific environment (as opposed to fixing 
bugs).  Second, at the code level, I will defer to the developers or 
the performance people in software quality assurance.

More often than not, I can get better results by adjusting network 
topology than by tweaking the router parameters. This is equally true 
for Nortel and Cisco.
