I checked the two authoritative sources of which I am aware, and neither one
listed TCP nor UDP port 2039 as registered.
Older sources generally refer researchers to RFC 1700, which is dated 1994.
A while back I inquired of the IETF if there were a more recent document.
They pointed me to IANA, which now assumes responsibility for maintaining
the registration of protocol and port numbers.

I believe this is to be considered the authoritative source at this time.
The database is a bit less convenient to search. But there is a lot of good
stuff there to be found.
