Yes you can use a cross over cable.
Your addresses look fine so I would suspect:
Bad IP stack
ping 127.0.0.1 to test the IP stack on each computer
Bad cable
check for link lights on the nics, if you have a small hub that has one port
with a cross over port, plug it in there and move the switch from position
to other to see if lights come on ever.
Bad nic
ping your address 10.0.0.1 on the computer with that address.
