Big clue here is the point to multipoint feature.  Split Horizon?

Got a problem with CLNS over point-to-multipoint frame relay. Below I
explain the problem. Any suggestions would be useful.


        We have a problem with the DCN network. It came into the light when
we began getting the ADM4/1 boxes on the network and we needed to manage
them. We were given a procedure on how to setup the CLNS routing on the
Cannes router, and all DCN routers. In this procedure it suggested using a
higher version of IOS on the cisco routers. We tried it at 1st with our
current levels because they supported CLNS. We suceeded in setting up the
process in London and where able to contact our ADM boxes. The next step I
setup the Amsterdam DCN router for CLNS. After doing so I lost the ability
to contact the ADM boxes in London, but was still able to contact the London
router. I double checked the setup and found nothing wrong. I stopped the
CLNS process on the Amsterdam router and was able to contact all my boxes
again in London. These steps were repeated with the IOS upgrade done to all
routers involved with still the same results. 

        Another problem I have had is after upgrading to the suggested IOS
version (120.5.T) The network crashed every 12 hours and Cannes has to be
rebooted. This is another mystery but it could be attributed to the fact we
have some many different levels of IOS running across the network and OSPF
is crashing on the Cannes router.
