Not necessarily, it could just mean that ICMP replies are disabled. Traceroute doesn't use the same mechanism as ping, and thus traceroute will give you end to end connectivity, but by trying to get response times using ICMP ping wont work as many people disable this. (Meant to minimise reconaissance scans).
