Are you trying to limit the overall traffic on the DS3 to 10 Mb (2+8)? Of course you will get drops when the limits are reached. RED, WRED, and even the various queueing techniques will drop packets if there is not sufficient bandwidth. When you say "need to limit their traffic to 8Mb to internal traffic" is this on both ingress and egress? Have a search on CCO for class based policing, it may be what you are after.
