Thanks Alex but when your routers are going back to back LMIs are turned off with the no keepalive command. I believe because a Frame switch is not involved in creating the PVC.
In any case I updated the IOS image to 12.3.1a on both routers and the connection comes back up without any issues even after being unplugged and reconnected.
