If you're not using authentication, I assume you're using 'dialer caller' or
something similar so that the router knows which profile to bind incoming calls
to.  There is/was a bug where if you only had a single dialer profile, any call
would be accepted, even if it didn't match the dialer caller you had set.  This
bug was in IOS 11.2 - I would have thought it would have been fixed in IOS 12
but you never know.
Seems unlikely, but that could be your problem - maybe your 801s are configured
incorrectly but the calls are being accepted anyway due to the bug?  If
possible, you could remove one of the dialers from the 1720 and see if it works
then.

hi guy's

I am having a strange problem with isdn connection from 801 to 1720.
I have two 801's and a 1720 to connect three locations. I configured the
801' and tested dialing either way and they are working fine. Then I
replaced one 801 with 1720 with BRI module and tested. When 1720
orginates the call 801 answers correctly and works fine. the problem is
when 801 orginates the call to 1720. The q931 debug show that the call
is rejected because it is unbindable. can anyone suggest anything on
this. I am using almost same config in all routers and not using any
authentication. The main difference is the 1720 got two dialers and 801
got ony one. Only static routes are used. If anyone requires required I
can post the full config and debug details. The IOS ver is 12
