I thought about the neighbor command when I first saw the issue. But the
neighbor to the router that was having problems, and all other routers in my
network, did not require the neighbor command which is why I was so puzzled
about needing it on this router... I can only blame it on the hodge-podge
work that was done to put together this network.  Just imagine this network
like a series of band aids covering a cut... when the cut gets bigger you
just add another band aid, when the old band aid wears out...you put another
one on top.  And now it's my job to rip the band aids off and use the dermal
regenerator. =)

 Never mind... for some reason this router needed to have the 'neighbor'
statement added to the configuration, instead of figuring it out by itself.
Once I added the statement telling it where it's neighbor was, then the
adjacency formed and the election process started.
