Can't answer that one for sure, but here's my take on it...
It's true only in that Cisco has designed the various switch lines to
fulfill certain roles in the overall network infrastructure. The Catalyst
4000, 5000, and 6000 series (set based) are what Cisco suggests for the
distribution layer (hence the expanded capabilities and backplanes). The
Catalyst 2900XL and 3500XL series (IOS based) are meant for the access
layer.
At the distribution layer you are more likely to configure large groups of
ports the same whereas at the access layer you need less global
configuration and more granular port configuration. The two OS versions
seem to fit this division of labor quite well. However, changes in how
switching is implemented on the network mean that the IOS based version may
be a better option in the future. Especially with the use of layer-3
functionality on the switches.
