Make sure to enable  spantree portfast. The slowness might be caused by  the
spanning tree algorithm. It takes 15-30 seconds to initialize, and start
forwarding (i.e DHCP request). 
I don't know if this is an option on the 2900 series switch, but its worth a
shot.

Example:
set spantree portfast <port num> enable

A couple of thoughts on this subject:

It will likely be fruitless to theorize what is the possible 
problem in the absence of a configuration file for this 
device.  If you go to priviledge mode and do a "show run," and 
remove the passwords and other confidential information, that 
would be much easier to troubleshoot.  Additionally, since this 
is an IOS based switch, you will also need to do a "show vlan" 
command and post those results as well, because this 
information is *not* available at the running config.  If you 
have access to a web server, it is much more bandwidth friendly 
to post your running config and show vlan results to a web 
server and post a URL to this list for inspection.

In the absence of seeing a valid config mentioned above, I 
would state that all previous posters on this topic have hit 
upon the major items.  They include such areas as hard coding 
your speed and duplex (except when the speed or duplex settings 
may vary, such as for laptops), enabling portfast (where 
appropriate), ensuring that all ports are on the same VLAN (you 
did not mention if this was a new switch or one that was 
previously used/configured).
