Check your MTU on both devices for this connection.
Are both sides Cisco or one side Cisco and otherside
vendor-X? If your connecting to another vendor then
set MTUs properly.
Other things to check are OSPF network type and
timers. They need to match. I've seen funky things
happen if they are different (one side will be in a
different state, etc).
