This is an incorrect statement. It should read: E-IGRP is a reliable,
transport layer protocol.

As E-IGRP works directly over IP, without relying on TCP or UDP, it is
imperative that acknowledgement is built into the protocol. E-IGRP requires
that all UPDATES, QUERIES and REPLIES are acknowledged. HELLOS, for example,
are not required to be acknowledged. OSPF works on a similar basis.
