Both RADIUS and TACACS+ use UDP.

If you stop to think about it, the needs of authentication are better
served by a connectionless protocol. The client sends a request and the
server sends a response. Much like DNS, DHCP, and PAP or CHAP. In alot of
cases, you can deduce the port  type (connection-oriented or
connectionless) used by a protocol by looking at the needs of the
communication involved and the amount of overhead that can be tolerated.
