Is there any mechanism within the Cisco IOS that can dynamically allocate a
minimum amount of bandwidth to an application (such as voice calls or
videoconferencing) ?  I want these types of applications to have priority -
over ride all other data transmissions and get a fixed amount of bandwidth.
I've researched RSVP, COPS, Priority Queuing, etc. but have found nothing
concrete that can handle such an application.  Most of these mechanisms seem
to only allow you to define an upper limit on how much a data stream can
utilize.  I know there are products like PacketShaper that I believe can
handle it - although it adds an additional piece of hardware and increased
cost.
