This is a feature of PIX.
No one can telnet to it unless explicitly allowed.
You need a command "telnet x.x.x.x 255.255.255.255" in your PIX.

I have seen this behavior with routers, but normally it would output an
error message to the console. Perhaps their was not enough memory
available for the console session.......
