Chris,

This doesn't make sense.  If you put a route-map policy on say your
ethernet interface, and you say "match ip address 1.1.1.1 and set next-hop
2.2.2.2" then naturally the route map wins over any static/dynamic routing
for address 1.1.1.1..........the route-map will send all of 1.1.1.1's
packets to 2.2.2.2.

I would think route maps's over ride all
