Some minor corrections.

The OSPF process will use the *highest* loopback IP
address if a loopback interface is configured.
Otherwise, it uses the *highest* IP address on a
physical interface. To configure OSPF (router ospf x)
you need a interface with IP to be in a up/up state. 

You can reboot to have the router ID reflected or you
can remove the OSPF process and add it back.
