IP WCCP WEB-CACHE
or
IP WCCP WEB-CACHE ENABLE
As a heads up, you should try the WCCP v2 commands instead of the version 1
commands.

I think for most platforms, WCCP requires the IP Plus feature set.
Straight IP doesn't have it.
