0X2102 is always ROM first & it is the Cisco default.  With this
conf-register (or confreg in the modulars), you have ROM into RAM, RAM
pulling IOS from FLASH, & RAM then pulling the configs from NVRAM...  Any
violent change (erased FLASH or check sum errors with the memory) & the
router falls into a BOOT or RMON mode (reguardless if you see 0x2102- it
aint getten that far :-)  If you have a 2500, this is no big issue (full
boot code).  If you have a modular router (2600, 3600, 4000, 7500, etc.,
etc.) a few curse words are acceptable, as you pick a nice short book like
War & Peace (because XMODEM is you fate).  You see- with fixed interfaces
(like the 2500), you almost never loose them.  With a modular router, very
often they default to an outa the box (no modules installed) state...

Please don't get but so consumed with the topic.  I've never ever been asked
exam questions about these things & config-registers are really something
you learn when starting to break passwords or upgrading IOS "unsuccessfully"
