Do you have a URL to the web page/tech doc that this
came from or is it from printed material?
To me, it sounds like they are suggesting to run debug
pointing to a access list to reduce what debug outputs
so the router isn't hit that bad resource wise.
Depending on the debug command(s) you have enabled a
lot of output can occur causing high utilization on
the router which may bring your network to a crawl or
crash the router. You have to be careful when using
debug. Not all debug commands allow you to specify a
access-list.
Example from my router:
