Looking at the config above, are you sure that the SPIDs were 
detected properly?  If I am reading it correctly, you have a 
SPID of 73275667910101 with a local dial number of 7866791.  Is 
it me, or does your LDN not match up to your SPID?  Assuming 
your LDN is correct, shouldn't your full SPIDs read as follows:

isdn spid1 73278667910101 7866791
isdn spid2 73278677190101 7867719

Just curious.  Let me know if that was the issue.  Also, I 
noticed on your configs that you specified CHAP as your primary 
authentication method, with PAP as a fallback.  Please realize 
that from your given config, you have not specified any PAP 
parameters.
