Try

this assumes you already have an enable passowrd set.



router#(config)line vty 0 4
router#(config-line)password (password)
router#(config-line)<cntl z>

and

set the enable password
router#(config)enable password (password)

All this stuff is available on the Cisco CD and or config manuals.
